Ragging is a crime and colleges must act on it. You can complain straight to the national helpline — you do not have to go through your college first.

UGC anti-ragging regulations require every college to have an Anti-Ragging Committee and Squad and to act on complaints. The National Anti-Ragging Helpline (1800-180-5522, 24x7) forwards complaints to the college, university and police. Serious cases are also crimes under the Bharatiya Nyaya Sanhita.
