Medical negligence, hospital overbilling, or hospital refusing records or discharge
Your medical records are the case. Hospitals must give copies on request, and a doctor is liable only if care fell well below accepted standards — an independent medical opinion usually decides it.

Patients or attendants can get copies of records within 72 hours of a request (Indian Medical Council Regulations, 2002). Negligence claims go to the Consumer Commission (district up to ₹50 lakh, state up to ₹2 crore) within 2 years. Criminal cases against doctors need gross negligence and usually an independent medical opinion first (Jacob Mathew, 2005).
